It is a universal constitutional order, created for the establishment, maintenance, and preservation of Universal Justice through the making and rule of enforceable universal law and diplomacy.

Its mandate is universal.
II. The Purpose of the Universal Kingdom and Government
The Program exists to establish the fundamental elemental principles of Universal Justice, defined as:
- Universal Power
- Universal Order
- Universal Peace
- Universal Security
- Universal Prosperity
- Universal Unity
These principles constitute the standards by which all interests within the Universal Kingdom shall be guided and governed. They are the constitutional pillars upon which the Universal Order rests.
