THE UNIVERSAL PEACE AND SECURITY ORDER

I. The Nature of the Universal Peace and Security Order

The Universal Peace and Security Order is the constitutional system through which the Universal Kingdom and Government establishes, maintains, and preserves perpetual universal peace and security.

It replaces:

  • war
  • the balance of power
  • national militaries
  • alliance militaries
  • nuclear deterrence
  • competitive armaments

with:

  • universal enforcement power
  • universal command structure
  • universal police authority
  • universal security institutions

II. Purpose

The Universal Peace and Security Order exists to:

  1. Abolish war
  2. Eliminate the balance of power
  3. Prevent conflict
  4. Ensure universal security
  5. Protect universal order
  6. Maintain global stability

III. The Abolition of War

War is abolished through:

  • transfer of national militaries
  • centralization of all armaments
  • withdrawal of Article 51
  • universal monopoly of force
  • universal enforcement authority

The document states:

“Wars between and among nations, and global total war will be impossible.”

IV. Universal Enforcement Authority

The Universal Enforcement Authority:

  • commands all global armaments
  • enforces universal law
  • conducts universal policing
  • prevents threats to universal order
  • ensures compliance with universal law

V. Universal Security Institutions

These include:

  • Universal Peace and Security Forces
  • Universal Command Council
  • Universal Security Council
  • Universal Police Authority

VI. Nuclear Disarmament

Nuclear weapons become obsolete because:

  • no nation faces existential threat
  • no war is possible
  • universal enforcement prevents escalation

UNIVERSAL POWER, ORDER, PEACE, AND SECURITY AND UNIVERSAL KINGDOM AND GOVERNMENT.

The expected impact which the creation of Universal Kingdom and Government is expected to contribute.

    Under international anarchy, which means the absence of a universal government with the monopoly of military power to preserve world order, peace and security, states preserve their peace and security by preparing for war. Meaning individual nation or their alliances possess military capabilities for use in self-defence. The balance of power is an outgrowth of this war making capability of nations as they seek individually or through their alliances to counterbalance the war making capabilities of the others.

    The retention of war and the balance of military power as institutions of world order means that global total war will be inevitable. This is because of the combinations of nations’ disposition to use force, the phenomenal dynamics of fear, mistrust, suspicion, uncertainty of intentions of military power that each nation or military alliances possesses. And the security and power maximization struggle of nations that makes all nations insecure from the military power that the others possess, and the fact that there is no universal government with the monopoly of military power to establish order in those dynamics. Which means that individual nations and their alliances struggle to augment their military power and to reduce the power of others with war if necessary.

    Solution to the problems of the military power that each nation and their alliances possess and ending the war they make with that military power is found in the middle of a spectrum. At one extreme end of the spectrum is the disarmament of all nations, which is not only impossible but would be very imprudent given the disposition of individuals, groups, and national entities to use violence. Order, peace, and security, therefore, is not the natural condition of the world, but rather, demands enforcement.

    At the second extreme end of the spectrum is building world-wide military power that is gigantic enough to surpass and keep in check the combined military power that all nations possess and this is impossible to build.

    The equilibrium is found in the middle of the spectrum which is to agglomerate all the nations of the world military power under a neutral universal government control and command system and make that military system an institution of the universal legal order for the maintenance and preservation of the universal order of peace and security and the defence of all the nations of the world. This will make it unnecessary for nations to possess military power, which will in turn, cancel out the national or alliances’ military power possession corollary that is the balance of military power. In this order, article 51 of the inherent right of self-defence in international law which in essence make war an institution of world order can be withdrawn, and with that withdrawal, nations and alliances pursuit of military and counter alliance military power balance and its risks of wars will end as nations’ defence will be the prerogative of that powerful universal legal order.

    According to Hedley Bull in The Anarchical Society: A study of order in world politics, 1977, and Andrew Hurrell in Global Order: Power Value, and the constitution of international society, 2007, the institutions of world order are the great powers, war, the balance of power, international law, intergovernmental organizations, and diplomacy. This Universal Kingdom and Government universal grand strategy for the establishment of Universal Justice, has through the Universal Kingdom and Government Constitution, transformed the powers of intergovernmental organizations, and those of the small, medium, and great powers’ into a Universal Agglomeration of Power universal ordering principle that creates Universal Kingdom and Government order whose essence is a powerful Universal Legal Order that makes it possible to withdraw and abolish war and the balance of power from the institutions of world order because of the inevitability of wars inherent in the retention of war and the balance of power as institution of the world order. Thereby leaving the Universal Kingdom and Government order to the reign of the powerful universal legal order and diplomacy as the only remaining institutions of universal order with which the Universal Kingdom and Government created by the Universal Agglomeration of Power will govern the Universal Kingdom. This means there will be no wars for this will establish universal order of peace and security and the powerful universal governmental power that will perpetually preserve and maintain that universal order of peace and security as wars will be impossible with the abolition of war and the balance of power as institutions of universal order. And which is made possible through the creation of Universal Kingdom and Government that forms a powerful universal legal order whose power can reduce all or any attempt to disturb that universal order, peace, and security to only policing powers, actions, and checks, rather than self-defence wars. For the Universal Agglomeration of Power is an ordering principle in which the military power of regional and global organizations, and those of the small, medium, and great powers are monopolized by Universal Kingdom and Government with that monopoly and the use of force standing as an institution of the Universal Legal order.

    That overwhelming power of the Universal Legal Order will make police enforcement power possible in cases of breach of universal order’s peace and security that would have demanded war. The abolition of war and the balance of power as institutions of world order that would be made possible by the creation of Universal Kingdom and Government, the monopolization of global armament and military power by Universal Kingdom Government, and the centralized command of the monopoly of use of force as an institution of the universal legal order that will enable police enforcement actions rather than war. Also mean that nuclear weapons will never be used because there will not be cases when the very survival of a state would be at stake that would necessitate the use of nuclear weapons which as it stands in the view of international law, cannot be concluded definitively, whether the use of nuclear weapons would be legal or illegal in extreme circumstances of self-defence in which the very survival of a state would be at stake. With the creation of Universal Kingdom and Government completion, nations fear of war, war itself, the threat or use of nuclear weapons, the institution of war and its corollary balance of power will all be banished, and wars between and among nations, and global total war will be impossible. Any actor whose actions break or will break universal order, peace, and security when faced with the overwhelming monopoly of use of force of the universal legal order will surrender to police powers of arrest.

    Because of this deterrent, that institution of overwhelming force of the Universal Kingdom and Government’s universal legal order need not be used as there will be no threat from within and without.

    The beneficiaries of all the above are humanity and all the nations of the world. The effect of the creation of the Universal Kingdom and Government will be humankind and all the nations of the world living in a universal order of peace and security free of fear of all types of wars in that Universal Kingdom and Government order.

    • How the creation of Universal Kingdom and Government universal grand strategy is in line with sector policy.

    In the realm of world order, peace, and security, the doctrine of “peace through law” global governance has been gathering momentum since the establishment of the League of Nations, and the 1928 Kellog-Briand pact, which in effect, banned war, and all through the post-World War Two era after the destruction of the war up to today’s global governance. The European Union order being the most developed order for the governance of peace through law. The European Union order which comes close to the Universal Kingdom and Government Order is an order created for European Union peace through law governance, and this has moved the European Union order member states away from military power politics to relations based on the rule of law.

    In line with that European Union, and global order, peace, and security governance that is expressed in the doctrine of peace through law, the Universal Kingdom and Government creation universal grand strategy built on the European Union, and global governance of world peace and security by creating a powerful universal legal order that will make possible the universal making and rule of enforceable universal law and diplomacy. For the element of power that is commensurate with the body of international law on the use of force in the international legal order is missing for the achievement of peace through law and diplomacy. The creation of that powerful universal legal order will imbue the body of international law on the maintenance of peace with force and power, otherwise, as the body of law currently stands, they remain mere words against rods that are nations’ military power for war. As is evidenced by the hundreds of wars that have occurred since the prohibition of war in international law in 1945, and into the 21st century that have seen international law on the use of force virtually extinct by wars as to make global governance of peace through law impossible.
